Gag grouper harvest in the Gulf opens September 1, 2026 — for 14 days in Florida state waters (September 1–14) and for the month of September in federal waters (September 1 to 12:01 a.m. October 1). Red grouper runs on a different calendar entirely: open year-round in Gulf state waters with a 20-inch minimum. Both count against the same 4-grouper aggregate, and both require a descending device on board.
When is gag grouper season in 2026?
September, and only September. The exact window depends on which side of the 9-nautical-mile line you fish:
| Waters | 2026 gag season | Source |
|---|---|---|
| Florida Gulf state waters (inside 9 nm) | Sep 1 – 14 | FWC executive order — FWC Gulf grouper page |
| Gulf federal waters (beyond 9 nm) | Sep 1 – Oct 1 (closes 12:01 a.m.) | NOAA Fisheries 2026 gag bulletin |
| All other dates | Closed — catch and release only | Descending device required |
Two weeks is right, and it surprises people every year. Re-verified 23 July 2026 against the FWC executive order and the NOAA bulletin: state waters September 1–14, federal waters September 1 until 12:01 a.m. October 1.
One regional exception that does not apply here: state waters off Franklin, Wakulla, Jefferson and Taylor counties — the Big Bend, four hours north of us — run a separate gag season, April 1–June 30 and September 1–December 31. Sarasota, Manatee and Charlotte are not in that zone, so the September 1–14 window is the one that governs every trip off this coast.

The numbers behind the short season: the 2026 recreational annual catch limit is 499,000 lb and the catch target is 399,000 lb gutted weight, and NOAA projects the target is caught by October 1. The stock is classified as overfished with overfishing occurring (SEDAR 72), which is why the window has shrunk year over year. Dates move by executive order — verify current rules before you fish.
One trap for charter clients: for-hire boats holding a federal Gulf reef fish permit follow federal rules everywhere they fish — during any federal closure they cannot possess gag even inside the 9-mile line, and after September 14 they may keep fishing gags in federal water to October 1 while state waters are closed. The Gulf Council’s season announcement spells out the permit rule.
Where is the state–federal line off Sarasota?
Nine nautical miles off the beach — about 10.4 statute miles. Off Sarasota that puts the line in roughly 45–60 ft of water, which splits the local grouper grounds in two:
| Zone | Depth off Sarasota | What it means in September |
|---|---|---|
| State waters (0–9 nm) | 0–~55 ft | Gags legal Sep 1–14 only. M-series reefs, nearshore ledges |
| Federal waters (9+ nm) | ~55–150+ ft | Gags legal all of September. The 60–120 ft ledges and wrecks |
The fish’s location when caught controls, not where the boat launched. GPS, not guesswork: 9 nautical miles = 16.7 km from the shoreline. State-waters anglers get the first two weeks; boats that can run 15–30 miles get the full month on better bottom. Structure numbers for both zones are in our artificial reefs database and on the Sarasota County reef list.
The rulebook changes nine nautical miles off the beach.
What are the red grouper rules for 2026?
Red grouper are the year-round option: open in Gulf state waters all of 2026, 20-inch minimum, 2 per person inside the 4-grouper aggregate. Two federal-waters closures still apply:
- Feb 1 – Mar 31: no shallow-water grouper harvest in federal waters seaward of 20 fathoms (120 ft). Fish inside 120 ft those months — details in the NOAA red grouper closure bulletin.
- Jan 1 – Apr 30: “The Edges” closed area is off-limits.
Watch this space: in January 2026 the Gulf Council took final action on Reef Fish Amendment 62, recommending higher red grouper catch limits and elimination of the Feb–Mar 20-fathom closure. As of July 18, 2026 it is not implemented — the closure remains law until the Secretary of Commerce signs off. Track it on the Gulf Council red grouper action page.
Keeper reds off Sarasota live in 70–140 ft, 15–30 miles out, on flat “Swiss cheese” limestone between the reefs. The full program — rigs, drift tactics, depth ramp — is on our red grouper page.

What are the size and bag limits?
| Rule | Gag grouper | Red grouper |
|---|---|---|
| Minimum size (Gulf) | 24” total length | 20” total length |
| Bag limit | 2 per person | 2 per person |
| Aggregate | Counts in 4-grouper aggregate | Counts in 4-grouper aggregate |
| 2026 state season | Sep 1 – 14 | Year-round |
| 2026 federal season | Sep 1 – Oct 1 | Open except Feb 1 – Mar 31 beyond 20 fathoms |
| Captain/crew (for-hire) | Zero bag | Zero bag |
The 4-grouper aggregate is per person per day across all grouper species combined — two gags plus two reds fills it; a scamp or black grouper takes one of the same four slots. Filleting at sea is prohibited: fish arrive at the dock whole so they can be measured. How slots, bags, and aggregates work site-wide is in our FWC regulations explainer.
What gear does the law require for grouper?
Three requirements apply to every reef-fish trip on a private boat in the Gulf:
- State Reef Fish Angler designation — free, annual, required for every angler on board targeting reef fish, including anglers over 65. Add it to your license at GoOutdoorsFlorida.com — costs and exemptions are in our license guide.
- Descending device or venting tool, rigged and ready — a federal DESCEND Act requirement, not a suggestion. Specs are in the NOAA DESCEND Act bulletin. Barotrauma kills released grouper from 70+ ft without one.
- Non-offset, non-stainless circle hooks with natural bait, per FWC reef fish gear rules.
Officers check all three at the dock during September. Rig the descending device before you leave the ramp, not when the blue lights show up.

Where do you catch grouper off Sarasota in September?
Depth picks your species:
| Depth | Distance | Target | Season note |
|---|---|---|---|
| 20–42 ft nearshore reefs (One Mile, Three Mile, Seven Mile) | 1–7 miles | Short gags, mangrove snapper | State window Sep 1–14 |
| ~40 ft M-series reefs (M-1 – M-4) | 5–9 miles | Keeper gags, reds mixed | State window Sep 1–14 |
| 40–60 ft ledges inside 9 nm | 7–10 miles | Best state-waters gag bet | State window Sep 1–14 |
| 60–120 ft ledges and wrecks | 10–30 miles | Quality gags all September | Federal, Sep 1 – Oct 1 |
| 70–140 ft flat live bottom | 15–30 miles | Keeper red grouper | Year-round |
Gags want vertical relief — ledges, rocks, wrecks; reds sit in potholes on flat hard bottom between the numbers. Heavy tackle, locked drags, and live pinfish tight to structure win the gag fight; the rigging is covered in our bottom fishing guide, and the winter scouting method — slow-trolling plugs to build a ledge library before opening day — is in the trolling guide. Boxed out by mid-morning? The same structure holds snapper on lighter leader. No boat that runs 20+ miles? Our offshore charter page covers what a September grouper trip looks like.
The species deep-dives — ID, migration, tackle, the two-week battle plan — live on the gag grouper and red grouper pages.

FAQ
When can you keep gag grouper in Florida in 2026? September 1–14 in Gulf state waters; September 1 through 12:01 a.m. October 1 in federal waters. Every other date is catch-and-release.
Is red grouper open right now in the Gulf? Yes — Gulf state waters are open year-round in 2026. Federal waters close to red grouper harvest February 1 – March 31 beyond 20 fathoms (120 ft).
What is the grouper size limit in the Gulf? Gag: 24 inches total length. Red: 20 inches. Both have a 2-fish bag inside the 4-grouper-per-person aggregate.
Do I need a descending device for grouper fishing? Yes. Federal law requires a rigged and ready descending device or venting tool on any vessel bottom fishing for reef fish in Gulf federal waters, and FWC requires it for reef fish in state waters.
Why is gag season only two weeks in state waters? The Gulf gag stock is overfished and undergoing overfishing per SEDAR 72. The 2026 catch target is 399,000 lb gutted weight, and the short season is how regulators fit the quota.
How far offshore is the federal line? Nine nautical miles off the Gulf coast — roughly 45–60 ft of water off Sarasota. Beyond it, NOAA rules apply; inside it, FWC rules apply.
